FACILITY TIME REPORTING GUIDANCE
FACILITY TIME REPORTING GUIDANCE The Cabinet Office has issued guidance on publishing information under the Trade Union (Facility Time Publication Requirements) Regulations 2017. The guidance includes specific advice for local authorities to assist them in complying with the Regulations’ requirement that local authorities must publish the data separately for the following categories:

· Central function employees

· Education function employees

· Fire and rescue function employees.

 

It also covers cost-sharing, pooling arrangements for trade union representatives. Typically, these exist where a trade union official is employed, for example, in a local authority’s central function and that official also provides trade union services to other local authority functions and to external employers, such as academies. In such cases all the local authority’s functions and the external employers pay into a shared pot to fund that arrangement.
